SUGAR LAND, TX -- (MARKET WIRE) -- 05/16/08 -- Researched by Industrial Info Resources (Sugar Land, Texas) -- Fifteen new plants began some phase of commercial operation and start-up during the first four months of this year in the Southwest Market region of the United States.
